You can buy it at any pet store, Marineland bonded foam sleeve for H.O.T. Magnum Canister Filters. One package will be more than you will ever need and it only costs about $4. You can cut it the same size as the filler that comes in carts or make a plug by cutting a piece about 1/4 the length and 1.5 width and forcing it in.
For 510 or smaller carts - there are 510 precut blue foam pieces super cheap at strictlyejuice.com - if your carts are smaller than 510 just cut these down. I've cut them down for M401 and Joye 306.

do you guys use the tube mod when using blue filler? meaning, after the cart runs dry, can you fit ruffly 10-13 drops into it per refill?

And mn - I don't do any straws or tubes and I don't know how many drops. I don't push it and drops are a non-specific measurement. Every dropper bottle has its own size drops.

with the stock filler you can only get 5 or 6 drops because it leaves a "vaccum" at the bottom of the cart. with the tube mod (even if you use the stock filler) you can get in at least twice the drops, hence the question, even tho i know the drops are exactly the same size from ever bottle.
Just postin my opinion on the blue foam, Its awesome! really like how your atty uses ALL the juice before you loose the flavor unlike most standard filling that can seem or taste empty when it is only half empty. know what i mean 
I pull the blue foam, fill the juice cup 1/2 way (or 2/3 if I feel daring). then I insert the foam, push it into the juice, reposition and top off. I balance filling vs chance of having the juice dumped out of the cart. One of my ecigs with blue foam is a manual but has a hole in the battery. I also don't want juice on that.
