I got a set of ultrafire 18350 stacked in a bolt and they will not reliably fire anything under 3.0ohms. Is it more likely the mod or the batteries?

I am pretty new, but to my understanding, by stacking the 18350's you get above 8V, it is probably triggering the protection fault in the batties. You should not be trying to fire a LR atty or carto under 3oms at the voltage.. somebody correct me if I am worng 
I don't know if you have one, but if you have a recent business card from madvapes, look on the back, there is a guide for what volts matches to what ohms you should use, it helps a bunch!!
It's the batteries. You are indeed tripping the protection circuit.

I could fire 3.0 ohm and up with the ultrafires, but I couldn't use SR or dual coils or triple coils etc. I grabbed a couple of sets of the blue IMR 18350s from COV and a set of AW IMR 18350s. I can fire any SR or LR I want to now. -- And, by the way, the blue ones actually outperform and outlast the AWs. They surprised me a lot in how well they do.

Yeah I figured it was the protection. So basically if I want to use the dual coil 1.6 tanks I need the AW batteries?
More accurately, you need high-drain batteries. The AW IMRs are the most popular high-drains.
I'm just going to throw this out there. But, please don't use any cartos or atty that are lr with stacked 18350s. That is asking too much of the batteries, and potentially dangerous. There is no need for lr when you are using 2 18350s. The vape will be strong enough without lr. Just call me a worrier.
conan is right. And, fresh off the charger you are getting 8.4 for a while. There is no need for lr, lr was made for 3.7 devices to feel like they were vaping at 5v. To put lr on 7.4v is to ask for battery overload and possible explosion. 5ohm works wonderfully, warm, lots of th and loads and loads of vapor.
So why do they recommend the 1.6 dcc for HV devices up to 5v? From what I understand the AW IMR batteries are rated for over 6 amps of draw and this would even suffice for a 1.25 dcc. I'm just using the 1.6 because that's what came with but was planning on bumping the ohms up with the replacement cartos.

Those have two 3.2 ohm coils in parallel for a total resistance of 1.6 ohms. A 3.2 ohm coil is just about right at 5.0v - two 3.2 ohm coils is even better.
The AW's are the way to go. - In this one and only circumstance (the 18350), I will mention that there is an IMR 18350 I like better than the AW. The blue IMRs that COV has (which I think are actually BDLs, so they were a real surprise) outperform and outlast the AW IMR 18350 in my testing.
