Couldn't you use a PayPal debit card?
Alternatively, you could always get a PayPal credit card. It's administered by GE Financial Services and works exactly like a normal MasterCard.

I got a pp debit just to be able to do instant money transfers when I sell something. Works good at the ATM machine.

Just remember never to use your PP debit card at the gas pump (pay inside), and when you take cash out of the ATM it's considered a "credit card" not a "debit card" 
You can always transfer up to $500/ month of your PayPal balance back to your linked bank account without any fees. Takes a few days for the transfer to complete, but can be an easy way to boost your bank account balance if you're like me and sell a lot on eBay.
