um... are you talking about eliquid? beer? not real sure about the 'brew' reference here...
Much like beer, there are too many amazing e liquids to just name 1 as the best.
that is individual taste - personally, I DIY my own juice - have 7 or 8 flavors on the 'menu' I rotate, while working on other recipes also...
it really depends on what you like, what pg/vg ratio you prefer - most vendors offer sampler packs of some sort... lots of good reviews in the eliquids forum, also a good place to ask about specific vendors you may be looking at...
