Well, if you're going as far as mixing the PG/VG together, you might as well go ahead and add the nic now, too. Just add a little more than you think you'll want in the final product. For example if your target strength is 12mg/ml, then you can mix it at 16 and still add up to 25% flavoring, later on. And if it turns out that you only need 15% flavoring for a particular batch, you can just put in a little extra PG/VG to achieve the desired 12mg. If you already have the nic, I've read that higher-strength nicotine actually degrades faster than lower strength, so if you plan on storing it for long periods then you might as well mix it in with your PG/VG sooner rather than later.
As far as what kind of container to actually do the mixing in, I mean, you can use just about anything. Lab glassware (beakers, flasks, graduated cylinders, etc.) come in sizes up to and exceeding 1L, but if you're looking to save bucks, then a well washed-and-dried soda bottle works just as well, I suppose. You'll still want to transfer it to glass for long-term storage, or LDPE plastic for the short term.
