I am not sure if this is still true, but I believe that pharmacies are obligated to sell you syringes regardless of the intended use. This started years and years ago with the onset of the AIDS/HIV epidemic. I used to work in a pharmacy and I remember we told we had to sell syringes to anyone who requested them and we were not to even question what they were being used for. That didn't stop the junkies from telling us they were for their Grandmother or a friend, etc. You should have heard some of the stories they came up with.
Anyway, just my 2 cents... Please correct me if I am wrong, like I said this is how it used to be and I can't imagine that this has changed.

I didnt really think about how it might be difficult to get a delivery system. Working in the O.R. Im around bins of these puppies allthough I would never take from work I do have some in my old Special Forces Aid Bag here at home.
I would think an 18G (Pink) 1 1/2" might be ideal especially for those poking into carts so as to not make a big hole but I havnt got my supplies yet so I cant really say.
One practice we use is called single handed technique: lay down a towel take the cap off lay it on the towel then when you need to recap use only one hand to slide the needle back into the cap. Also please if you and a buddy are having a
juice party set it down and let the other pick it up.
I also thought the drug stores let people have a couple for free without a problem to keep the spread of Hep/hiv but I really dont know?
