Can't you get it sent from somewhere like Greece, use google translate and I'd guess the packaging would be in greek and might 'get by' the customs people lol, I suppose it's abit risky to nip to syria what with all those Iranian mercinaries and what not making there way in.

I've yet to receive any order I made, just my 4th week vaping. I'm hoping fir the best, juices I can get locally are kinda dull and standard taste - 10 fruits and 5 tobacco flavors + 2 vendors with RY4 that is OOS at any given time... I've done my shopping based on brands, not online shop.
I've had really bad start with juices/cartos so for juice part I've opened 2012 best juices thread and picked 3 that looked like most mentioned to me after 10 minutes browsing and didn't had ridiculous shipping price (8$ avg. int.)
Heather's for tobacco flavors and some fruit sample ... gandalf... well, not a LoTR fanboy, but this name and positive feedback made this one a clear choice for me...

All of them are answering emails very quickly, and I'm sure most of vendors will do that. You can always ask them about their experience with shipping to Turkey, I'm sure you'll find somebody that did ship to Turkey and can confirm if it was successful or not.
Deleted that email, but AliceInVapeland confirmed they had successfully shipped to Israel and I know we have an issue with nicotine ejuice, bound to be banned sometime really soon.

All of them got sample packs, try getting them at start? That way even if thing go south you'll at least won't end up loosing lots of money.

Don't know what you are going to do about aquiring e liquid. One solution would be to purchase some glycerine/glycol from the chemist or supermarket. Unless you do take a bit of a risk and try to get it via mail order. An educated guess would be that your customs and excise "scan" imported packages and there would be a good chance you'd get caught. Maybe you should try ordering some 0% nicotine e liquid first and see if that gets through customs and to your door. If it gets through you could then order some with nicotine content. I'm not sure why you are asking for websites to order from though. All you have to do is google e cigs !.
