Is the byleo site down for everyone. Any ideas when it will be back on line.

Yes it is. The providers "forgot" to update the DNS servers or something like that :(
We are working on the new one as well. I believe it will be done, if not tomorrow, the day after.
I certainly hope though, that the providers fix the current one quicker, because they are killing us

DNS servers run the whole show. If those don't get updated, heartburn can occur.
I'll add that even when DNS servers are updated, for a few hours and even a day or two, some will get in and some won't. So eventually, Billy may see it up and no problem along with me for (for example) where thewomenfolk may not.
DNS requires patience. Worse part believe it or not may be email as some may attempt to go to the old location and may be lost....unless there is a failover for that.
Patience is the key here.

Correct me if I'm wrong, but can't Bill just give people the IP of the website for now ?

He can but most likely the pages are linked together by name so it will still be a problem. Might be able to get to the front page and that's it.

If your developers are linking your entire site by absolute paths, instead of relative paths, you probably want more experienced developers, IMHO.

Unless your site spans multiple hosts or your e-commerce provider resides external from the of it (and changed that as well) which would be unusual.
