Can anyone disprove the legality of using USPS to ship nicotine?

Many sellers use Couriers, USPS, Canada Post etc to ship Nicotine to their customers. Is this in fact legal? I have read that in most countries, nicotine is not considered a "tobacco Product" as nicotine is found in many plants and foods such as Papaya, Tomato, Potato, Celery to mention a few.

I have also heard that it is considered a dangerous good, but is ok to be shipped by railway or road if it is properly packaged.

Anyone have any comments on this topic?
