can i bring mech mods + bunch of batteries on a plane or amtrak?

Needs to be in your carry on, just can't bring screwdrivers, keep the batteries in the plastic pack holders.
I do. I've had my best success taking batteries with me when I take my AW IMR's and tape them stack two tall into a round bundle. That always get their attention.
When I travel, I have one mod, one atty, a bottle of juice and all my batteries in my carry on. Everything else is in my checked luggage.
An Amtrak or a Greyhound wouldnt be any problem at all. They dont even bother checking baggage like they do on a plane. At least not the last time I rode either one. You can pretty much take whatever you want on em.
I just flew out to Vegas from Philly. I brought on the plane 3 sets of batteries, a mech mod, a box mod, and 3 bottles of juice. My bin got flagged during the scan, they checked it out and waved it through. No one batted an eye on the way back out of Vegas. Just secure your batteries and juice.
Last time I took vaping stuff on a plane it was in carry on. My bag went through fine but the TSA wanted me to drop my drawers. So I started to right in front of the metal detector. My family was flabbergasted. I was escorted into the bad boy time out area, but all was cool.
Keep in mind that their rules state you can only bring two spare batteries on board, in your carryon. I've never tried to take more, and they've never even raised an eyebrow, but you never know what the overseers will do if they are having a bad day.
Last trip I was selected for a pat down at Amsterdam. I asked the fellow if the lovely Dutch security lady could do it. He smiled, she smiled, but no go...
I had an overweight hairy dude named Pete. He laughed when we got back to the room and we chatted a bit. I told him I was just doing what you said and it would have saved a lot of my time.

Yes. Technically, less than a quart TOTAL for ALL liquids.

I tried to figure out the battery rule once and gave up. They go by watt hours and I never bothered doing the conversion...
Lithium ion batteries (a.k.a.: rechargeable lithium, lithium polymer, LIPO, secondary lithium). Passengers may carry all consumer-sized lithium ion batteries (up to 100 watt hours per battery). This size covers AA, AAA, cell phone, PDA, camera, camcorder, handheld game, tablet, portable drill, and standard laptop computer batteries. The watt hours (Wh) rating is marked on newer lithium ion batteries and is explained in #3 below. External chargers are also considered to be a battery.
Passengers can also bring two (2) larger lithium ion batteries (100-160 watt hours per battery) in their carry-on. This size covers the largest aftermarket extended-life laptop batteries and most lithium ion batteries for professional-grade audio/visual equipment. Most lithium ion batteries for consumer electronics are below this size.
