Absolutely. I remove the caps and soak my cartos in vodka (you could use PGA too) for a day or so with swirling occasionally (I use a sealed jar). Then I dump the vodka and remove the cartos from the jar, then fill the jar with hot water, and use the cartos like a drinking straw and pull and push hot water through them with my mouth, rinse with clean hot water, and then dry them in a 250 deg oven for 30 minutes or so. You can also bundle all the cartos together with a rubber band, pointing the same direction, and put the bundle in the bottom of a sock open end pointing down, tie the sock and spin the sock around (outside perhaps) so the water is forced out by centrifugal force. Then a briefer oven time to completely dry them, or let them air dry in the hot sun.
This will clean them as well as can be done. Some flavors, like very strong tobaccos or some fruits might still linger just a touch, but in general they will be completely clean. Then there is the issue with clogs. For clogs which are still there after a good cleaning see this:

I use a larger sewing needle, but a big safety pin is likely more convenient.
I get about 5 cleaning cycles out of a Boge carto. Some more, but eventually the carto is too far gone, and sometimes a burnt taste develops no matter how juiced the carto is or how clean it starts out. Has to be some of the coil has left the contact of the wet filler, but that's too much surgery to fix for a $1.50 carto that has probably been in rotation for many weeks.
