USPS, FedEx, UPS and DHL will not delivery any e-cigarette items to non-business addresses *.
Several states have their own rules on what is legal or not.
Depending on where you buy from, there may be ways around this.
Two of the online shops I use have a set up that will deliver... kind of a business to business mailing and a third party delivery.

If you're in Japan, I don't know what the rules are there.

* I have had items get to me through regular USPS mail from China.....

    Since you live in Japan, it's a non-issue. Just buy from Japan or other non-US sources. If you are no longer in Japan, please change that on your avatar. When asking questions like this and questions on where to buy things, it's imperative we know what country you live in otherwise we are just wasting time. In the USA, it also helps to know what state you live in.

    I’ve actually had 3 orders, from different vendors, for different vape items, delivered via USPS with adult signature required, since the mail ban went into effect. Might be a state thing.

    It's not a state thing. The vape ban is mandated at the federal level because it's the USPS. There are quite a few vendors I have come across that simply just aren't complying, that's all.

    I have been told they mark the packages as something other than vape supplies. I'm not sure I would trust that, because you could end up with no order, and the shop fined (or whatever punishment they eek out).
