I was about to order 4oz of Capella's Bavarian Cream flavor and when I got to checkout I saw that it will cost over $13 to ship. Holy cow! What was a very cost effective flavor concentrate quickly became a very expensive proposition.

I wanted to use Capella because they get good reviews around here and also because you can pay them with Paypal. I like using Paypal because I fund my vaping obsession with the money I make from selling stuff on ebay. That way my wife cannot complain about me spending money on my "hobby".

Any other recommendations for flavor concentrate vendors that won't kill me with shipping charges?

I do that, too. I'm at the point of ordering 4oz's of the ones I use all the time, & smaller bottles of others. I get tiny sample vials from Wizard of those I'm not sure about; those work great for mixing testers. My larger orders usually come from Bull City because they normally have everything in stock.

The best deal you can get regarding ship charges is avoid them. How? Use local flavor mfg'rs in your area and will call if applicable. (TFA/TPA is local in Scotts Valley here.)
Seriously,
I'm still try to figure out the shipping weight charges for USPS. The best listing that I could find is:
9/16 USPS?
Small Packages / Parcels / Lumpy envelopes 1st class
These are padded envelopes over 3/4" thick, rigid photo mailers, medical samples, small boxes under 1 cubic foot. If it's not cubic but very rectangular, then girth + length have to be under 108".

1 oz $2.45
2 ounces $2.45
3 ounces $2.45 and add 19 cents each additional ounceParcels symbol used on USPS Webpages.
4 ounces $2.64
5 ounces $2.83
6 ounces $3.02
7 ounces $3.21
8 ounces $3.40 [$4.09 -$3.40= $0.69 Difference BCF]
9 ounces $3.59
10 ounces $3.78
11 ounces $3.97
12 ounces $4.16
13 ounces $4.35
14,15, and 16 ounces were announced as acceptable on 7Jan2016,
but this is only for COMMERCIAL First-Class Package Service, not retail service. From: Current USPS Postage Rate Charts - simple tables
PS: The most consistently fair ship prices seem to come from ECX. WL ships glass so beware.

I usually wait until I have enough to qualify for FREE shipping. ecigexpress offers FREE shipping on orders over $59.99. Bull City Flavors offers FREE shipping on orders over $75. Wizard Labs offers FREE shipping on orders over $65. Of course, if you live in the state(s) in which they operate, there's sales tax. I've ordered from all 3 and have been satisfied. :D

This may be nothing to do with it, but recently CAP started offering V2 versions of some flavors which don't contain alcohol. Apparently there are now large extra shipping charges for products containing alcohol, coming from some new regulation. Something to do with them being flammable. I took a look at the description for CAP Bavarian Cream on the WL site and it contains alcohol. They don't offer a V2 version though. I believe they are rolling out V2 versions as they can. Maybe they haven't got to that one yet.

Did you check out the shipping on any other 4oz flavors? You could also try BC from TFA. That doesn't appear to contain alcohol. They have regular, and a DX version which doesn't contain diketones. I've used both and couldn't tell any difference.

Its not there fault,I live near them and pick things up at the factory,For some unknown reason the post office calls there products "flammable and dangerous" and makes them pay that rate.
Its better to get them for another vendor :)
Because some contain alcohol.

Vendors generally charge more than the actual (general public) rate in shipping fees. Most of those "handling charges" are entirely reasonable and not intended to STC (screw the customer). Remember, the vendor has to supply all the shipping materials (tape, boxes, packing peanuts, etc.) and pay people to do the work. They tack on that little extra to try to break even on those costs.

However, there are some vendors that take excessive liberties with shipping fees. A good example of STC is the shipping fees for the glycubes from Essential Depot. They're probably charging around double what it actually costs them to bulk ship those glycubes. That's why their advertised price for the cubes is almost artificially low, they get it all back from you in inflated shipping fees. If you doubt this, try setting up a will call order with them. They'll still tack on a 50 dollar "handling fee" to allow you the privilege of picking up your glycube yourself.

Also, the rates you see on the USPS and other web sites are in most cases substantially higher than the bulk rates high volume shippers actually pay. The 8 oz rate you posted is actually closer to 2 bucks (or maybe less) for a high volume bulk shipper like BCF.
