Cartomizers make me phlegmy?

I've noticed when I vape out of cartomizers I seem to get a bit wheezy and a bit a phlegm builds up in my throat. I dont get this when using tanks or dripping with the same juices. It's happened with a few different brands of cartomizer, all with the white filler material which I suspect is the culprit. Do other people get this?
