I am charging my 808eGo on a 150mAh, slimline kr808 charger... The charger designed for this battery is rated at 200mAh but I have read where other(s) with this battery have used their 150mAh charger as well. When i plug it in it blinks about 20 or more times then goes out. Is this normal eGo behavior? will it light up when the charge is complete?

You should be just fine. Expect a very long recharge time tho. Perhaps 6 to 8 hours. I think a few blinks is normal for the 808 ego. It probably won't light up when the charge is complete. Just wait for the charger light to turn green.
