smok ZMAX (Rev2). Takes both button top or flat top 18650 as well as stacked 18350. Does variable wattage as well as variable voltage. Tests atty resistance, battery life, battery voltage and output voltage. Protected circuitry in case of short or over-drain. New model just released (rev2) is more accurate than its predecessors. Cheap? That's subjective. Cheap for what it does without having to buy a Kick and a meter? I'd say it's the best deal around for what you're asking. Good luck.

(And the correct one at $79.99 doesn't meet the CHEAP qualification, by any stretch).
