Sandy, my youngest son is into gaming and active on Steam so I asked him about it. I'm not sure if your student got an account or is just interested in the idea of it, do you have any particular questions I could ask him for you? My son tells me stories about game playing, funny things that players do, competitions, etc. Like anything else on the internet, it may have aspects that are inappropriate for elementary age kids, so your student would have to be aware of that. My son said, in his quick explanation because he is at work:
"Valve is a company, they used to just be a straight-up game development company. After a couple of their games became extremely popular, they came up with the idea of Steam to manage/sell games. Now, Steam is so ridiculously popular that they only rarely make games; every transaction that happens on Steam, Valve gets a cut of, so they are absolutely rolling in dough from it.
When you hear about DRM (digital rights management), it just means how you can access content. Like how you
buy Netflix, and then you can watch movies through Netflix, but you don't actually have those movies. Steam is the same way; you
buy games through Steam, and then you can play them through Steam, but they aren't truly 'yours'. If Steam went away for some reason, so would your games there.

-create/join groups
-instant message people
-voice chat, Skype-style
I dunno, if they are already allowed to go online with an Xbox or something, it's basically the same experience, just on a larger scale. Though, if you're 10 years old in a competitive game and reveal this fact, you will probably get owned."
His last comments were in answer to my question if it was ok for a young boy. I have no personal experience, so I thought I'd ask about that. Like I said, let me know if you have particular questions and I will ask him.
