He was formerly a senior civil servant and Director of Action on Smoking and Health (London) as well as a founder of the NGO Framework Convention Alliance, set up to support the development of the WHO Framework Convention on tobacco Control. He has been a long-term advocate of tobacco harm reduction67 68 69, a critic of the public health establishment approach to harm reduction70 and wrote about the policy challenge of products like e-cigarettes well before they were invented71.
