All the MHRA are interested in doing is removing ecigs from the marketplace, whatever else they say. There is no such thing as 'light-touch regulations'. Any such regs would morph into stealth regs to remove ecigs, once the regulatory framework is in position. The MHRA are about as corrupt* as you can get without having the mafia running a government department.

* Definition of corruption: when a government employee or agency clearly works directly against the best interests of public health, and instead protects an industry, or protects agency funding, or works for personal gain.
