They are 600mAh and roughly the same dimensions as a 17670 (pretty much the same size as an 18650). 2 of them stacked would be 9.6V, but still 600mAh.
I have the MV charger. It only charges one battery at a time. It also doesn't have red to green leds to let you know it's charged. Bruce baby has a better one, for a few bucks more..

Right now, China is celebrating the Chinese New Year. It is an almost 2 week event, where everything is shutdown. So, it won't be until after that, that negotiations can continue. It doesn't end until the first week of February.
