I have four of these batteries and I have come to the conclusion that they do not have PCB protection. So under the specs is lists the over-charge cutoff rate and the voltage cutoff rate which is two of the three things I thought PCB protection was. So whats up with this battery?

Can't really see the label very clearly, but if the battery's are unprotected, it is most likely telling you the necessary specs for a compatible battery management system. It letting you know how high the charge voltage can safely go and how far it can be safely discharged.
