43 submissions were made by the general public. (for the entire country!!!)
Only 43 people in the entire country gave a rats a... enough to submit comments?

If Only about 5 in 100 People are willing to Submit a Comment, or Sign a Petition, or Write a Letter, then if you want to get 5,000 responses then you need to get 100,000 Informed about the whatever it is you want them to Comment, Sign, or Write about.

And getting 100,000 turned on via Grass Roots/Word of Mouth is hard to do. You need Retailers to put Banners on their Websites and Posters in B&M's

And you need to Make it So Easy for Individuals to Comment or Sign or Write that it takes about 1/2 of the Effort it took for me to Write this Post. Because the Average Person (the 95 out of 100) are beyond Lazy.

What is more troubling to me is that only 26 vape shops bothered.
