I will start off... and thanks for the informational contest.

In 2003, the electronic cigarette was invented by a Chinese pharmacist named Hon Lik as a safer alternative to smoking traditional tobacco cigarettes. Hon who was an avid smoker finally kicked the habit after his father, also a heavy smoker, died of lung cancer. Hon was motivated to create this less toxic alternative after witnessing first hand the pain and suffering lung cancer caused. While he never intended electronic cigarettes to be used as a tool to help people quit smoking many users have been able to transition to to these types of cigarettes and reduce their reliance on traditional tobacco cigarettes.

. FQPA Safety Factor

The FQPA Safety Factor (as required by the Food Quality Protection Act of 1996) is intended to provide an additional 10-fold safety factor (10X), to protect for special sensitivity in infants and children to specific pesticide residues in food, drinking water, or residential exposures, or to compensate for an incomplete database. The FQPA Safety Factor has been removed (i.e., reduced to 1X) for propylene glycol and dipropylene glycol because there is no pre- or post-natal evidence for increased susceptibility following exposure. Further, the Agency has concluded that there are no endpoints of concern for oral, dermal, or inhalation exposure to propylene glycol and dipropylene glycol based on the low toxicity observed in studies conducted near or above testing limit doses as established in the OPPTS 870 series harmonized test guidelines. Therefore, quantitative risk assessment was not conducted for propylene glycol and dipropylene glycol.

You can smoke them virtually anywhere. Many say they will help you quit smoking, a plus for people with COPD who often struggle with smoking cessation. Others are skeptical and afraid to try them. The FDA would like to regulate them as medical products. The e-cigarette industry feels that the FDA has no substantiated reason to do so.In a study of 40 tobacco-dependent smokers, researchers concluded that smoking e-cigarettes alleviated the desire to smoke (after abstaining from smoking overnight), was well-tolerated, and pharmacologically more like a Nicorette inhaler than tobacco.
If you vaped MOV juices, you'd never touch a real cig again.

Construction

Disassembled cigarette-styled electronic cigarette.
A. LED light cover
B. battery (also houses circuitry)
C. atomizer (heating element)
D. cartridge (mouthpiece)

Battery connected to a USB charger
Most electronic cigarettes take an overall cylindrical shape although a wide array of shapes can be found: box, pipe styles etc. Many are made to look like tobacco cigarettes. Common components include a liquid delivery and container system, an atomizer, and a power source. Many electronic cigarettes are composed of streamlined replaceable parts, while disposable devices combine all components into a single part that is discarded when its liquid is depleted

State regulation
With an absence of federal regulations, many states and cities have adopted their own e-cigarette regulations, most commonly to prohibit sales to minors, including Maryland, Kentucky, Minnesota, New Jersey, New Hampshire, Tennessee, Utah, Wisconsin, and Colorado. Other states are considering similar legislation.

California Governor Arnold Schwarzenegger vetoed a bill that would regulate the sale of electronic cigarettes within the state on grounds that "if adults want to purchase and consume these products with an understanding of the associated health risks, they should be able to do so."[103] Senate Bill 648(Authored by Senator Ellen Corbett), proposed a bill that would classify eCigarettes as tobacco products, thus banning their use wherever smoking was banned. In August 2013, SB648 was shelved for the session, just hours before its hearing in the State Assembly. It has not been determined if Sen Corbett will revise the bill and re-introduce it next year.
New Jersey voted in 2009 to treat the electronic cigarette in the same category as tobacco products by including them under the New Jersey Smoke-Free Air Act, which prohibits smoking in indoor work and public places.

Predicts e-cigs could be "the most effective anti-tobacco tool we've known"

LIVINGSTON, N.J. -- In a clinical study released yesterday, television personality and psychiatric expert Dr. Keith Ablow reported strong evidence that electronic cigarettes can help smokers cut back on--if not completely quit--tobacco use.

Funded by LOGIC Technology, Ablow's study monitored the habits of traditional tobacco smokers who were given 10 menthol or tobacco flavored electronic cigarettes. After three months, Ablow reported that 70% of participants had completely stopped consuming tobacco entirely--with only two participants eschewing the electronic cigarettes and continuing their traditional tobacco consumption at the same rate as before.

Out of the 70% who had stopped using tobacco at the end of the study, an additional 47% said they had also stopped using electronic cigarettes, describing themselves as non-smokers. Further suggesting the potential electronic cigarettes might have at curbing tobacco use was the fact that 60% of participants who were still using tobacco products after the 90 day study reported that they had cut back significantly.

While the dangers of electronic cigarette smoking are still being investigated the initial research has been very positive. The biggest health advantage electronic cigarettes have over tobacco cigarettes are that electronic cigarettes do not have all the carcinogens created by burning and inhaling tobacco smoke. Electronic cigarettes create vapor which make it healthier than smoking.

This means that the level of carcinogens in electronic cigarettes barely registers in the tests they conducted. The other concern people have is that the actual liquid that is converted into vapor may be dangerous for people. The liquid that is inhaled is a solution of nicotine, propylene glycol, and less commonly, glycerin. While propylene glycol and glycerin might sound scary these chemicals are all approved by the FDA and are commonly used food additives such as cake mixes, salad dressings, and soft drinks.

The FDA is in the process of having e-cigarettes labeled as a drug-delivery device so they can be regulated [source: FDA]. Manufacturers, however, say the e-cigarette is simply recreational, and should not be subject to FDA regulation. Two e-cigarette companies, Smoking Everywhere and NJOY, sued the FDA in the district court of the District of Columbia for impounding their products, and won. The judge ruled that "there is no basis for the FDA to treat electronic cigarettes … as a drug-device combination when all they purport to do is offer consumers the same recreational effects as a regular cigarette" [source: U.S. District Court].

Electric cigarette cartridges contain levels of nicotine that vary from zero to 18 mg or more, according to the American Legacy Foundation. Because you can control the amount of nicotine inhaled, some smokers use electric cigarettes to slowly reduce their dependence on nicotine and stop smoking entirely. Other users prefer electric cigarettes because there is no flame or ember to start a fire if the cigarette is dropped. An added benefit is reduced litter, because electric cigarette smokers do not discard used cigarette butts.
