Could a higher nic content make a juice thinner?

It's inconsistency of mixology. I've recently experienced this and have a few 30ml bottles that are not to my taste, however their smaller 15ml or 10ml counterparts are heaven. In short, seems some vendors don't mix precisely everytime. If Harry Potter ran like this, casualties would be inevitable.

Just curious. the juice seems thinner than I remember it to be, but I ordered it at 24mg instead of 18mg.

It's possible. The nicotien is often added in liquid form so it might depend on how concentrated the nicotien additive is. Some sites actually warn that the amount of VG they can add is dependent on the nic content. What ratio of pg/vg did you order?

You might want to contact the supplier.
