Whats the difference between the two, besides $2?

I noticed that the ST-eGo 1100 doesn't actually say its regulated.

I noticed that the ST-eGo 1100 doesn't actually say its regulated.

The 2nd one is out of stock and has been unavailable for some time. I believe it was regulated, but to what level I don't remember.
