coils are still silver?
That means you have at least two shorts, one about three coils up where the shine starts, then another down toward the bottom or at the wick hole. (I'm guessing the wick hole.)
Eliminate them the same way you eliminate all shorts, by pulsing and bumping, moving the coils and pulsing again. Set your vv down to 3 volts to start and get it working, then bump it up .4 volts at a time until you get to working voltage.
Your wick looks just a little fat. Make sure it's slightly wobbly in the hole for two reasons. One, you'll get surface wicking and it'll wick better and two, it's easier to eliminate shorts in that area. Make sure it's fairly centered in the hole and not pressing tight at any point around the hole. (It may be fine already, hard to tell from the picture.)
I've seen several post that maintain that it's fairly hard to get that many wraps of 32 ga working well but it can be done. They suggested 30 or even 28 ga for more wraps.
One coil that I had working really well was 6 wraps of 32 wrapped real close, touching in places and connected at top between the second and bottom nuts on the center post.

Edit: A lot of posts I've seen suggest that thicker wire is easier to get going on the ss that thinner wire, so if you're going away from the 32 then 30 might be a better choice. Of course, 7 wraps of 30 is going to have less ohms that 32, but should still be high enough for your device.
I'd suggest trying 5 or 6 wraps of your 32, wrapped close. That should be easy enough to get going well.
