after I clean my atty with whatever method, is it neccessary to let it dry completely like a carto?

No. If you are going to use an atty right away you don't. Just get it as dry as possible and give it a couple of drops of e-liquid to prime it. The first couple of hits will be a little weak. But after that, it will be fine.

I have no idea where I'm at
That's why so many of us use either vodka or ever-clear. You definitely don't want to inhale rubbing alcohol vapor. If you dry burn it, then the dry burning takes care of the drying for the most part. I use vodka or ever-clear (depending what is currently in my cleaning bottle), after soaking, put it in a paper towel, shake it overhand, like lobbing a ball, and then dry burn, it takes a bit longer to dry burn, but it vaporizes all the remaining moisture. Dry burn until red, prime. Never had a problem doing this and there is no after cleaning down time for air drying.

Hope that helps.
