What kind of charger have you got?
Almost all of them stop charging at 4.2, AND turn a little light green or something, alerting you that it's done...
Mine blinks while charging, first 1 bar, then 2, then 3 - when the third one's lit and stops blinking - it's done.
I have an xtar SP 2 with no meter. I pull the batteries when the charge indicator light changes from red to green, then I test them in a Provari or an SX Mini. I've never had one that didn't read exactly 4.2 volts.

Same here. I went back to my good old MC2 when my fancy 4 month old Nitecore D2 decided it was only going to charge my batteries to 4.07, even though it claims they stopped at 4.2. The red/green LEDs never let me down on the Xtar..
