This is all relevant only if it is some normal kind of ecigarette that at some point had liquid in stuffing...
If you can see stuffing and it actually had liquid in it, you should be able to add some. However, you probably have auto batteries (no button with an open hole in the threaded end of the battery) so be careful not to use too much.
Cartridges that go onto an atomizer - you can reuse them but you can't reuse them indefinitely unless you clean and/or restuff them. And atomizers should be kept clean.
Cartomizers that hold
juice and screw right onto the battery - if you haven't singed them by running them dry, and you can see the stuffing, you can add juice. Be super careful if you have auto batteries because if a carto leaks it will do so right over that hole in the end of your battery. Good cartomizers may work for a week if kept damp. Crappy cartomizers may be awful as soon as the first refill. I use thin juices in cartomizers (juices with 20% or less VG) to get good carto life.
If you get juice inside an auto battery you are likely to damage or kill it. Ditto for manual batteries that still have an open hole but it's harder to damage/kill them. Manual batteries with a totally sealed threaded end are very resistant to being damaged by juice leaks.
