Does fiberglass wick need to be oxidized?

no, even though some people pass it over a flame before using it.

generic suggestions:

boil the wick (2-3 times, 3-5 mins each, changing water each time) in order to remove chemicals; if you feel like that, prime the resistive wire by either slightly burning it with a lighter or by 'dry-burning' it.

Personally I only boil the wick before first use, the wire... who cares, in a few minutes of use it'll be 'primed' anyway :)
