Does using a sub-ohm tank at low wattage damage it or the mod?

I just got a Delta II tank as an entree to sub ohming after a disastrous adventure with a MELO. Strangely enough, though, while blowing an occasional cloud at 30 watts is fun, I find I also like running it with the air flow pretty restricted on the tank and at 14-16 watts on the regulated mod and taking mouth hits. Really nice flavor and "just right" (to me) vapor production.

Is running a sub-ohm coil at low wattage potentially causing any damage to my mod (iStick 30w) or my tank?

No "damage" to anything, but... the coil radiant heat temperature is going to be pretty low (can't provide exact numbers without more detail).
It may be low enough that, with certain types of juices, a rapid caramelization of liquid (AKA - "Gunk") will develop on the coil head fairly quickly, reducing performance.

Is this something that good cleaning can prevent or cure?

Well, no matter how the "dreaded gunk" is obtained... sweet, high solids content juices - or just inadequate wattage/heat flux for the coil net resistance/surface area... wick replacement and coil cleaning is inevitable.

There's a particular chocolate mint that I like, in "max VG", that I run at 0.25Ω at (Ohm's law parity) 70 watts... up to as much as 110 forced watts (which is a toasty 343 mW/mm²)... and I still have to toss the cotton wick and dry burn the coil every two days. Like I said... inevitable. ;)
