I don't know what happened in Canada. A few years ago, everywhere you turned were messages from Health Canada that
vaping was far less hazardous than smoking and that
vaping was the most viable method of stopping smoking. In other words, the emphasis was on harm reduction.
Now, harm reduction is seldom mentioned - the emphasis is all on imagined harms from vaping. This includes claiming that it was vaping that was the cause of those deaths in the US, where it was quickly determined that it was THC products laced with Vitamin E Acetate that was responsible. Most or all of these governmental authorities have to be aware of such facts - so there is something else going on here.
A cynic might say that this disinformation push is being funded by the drug companies. With greatly reduced smoking comes a massive reduction in harm from smoking - so the companies would not have a market for all their very expensive (and mostly ineffective) drugs to treat smoking related diseases.
