The person that wrote this article does not understand the subject matter either. Voltage is irrelevant. What matters is wire temperature. And wire temperature is self-limiting as long as the coil is kept wet. One can produce excessive wire temperatures (and formaldehyde!) at very low voltages if the coil is allowed to dry out. Regulations that arbitrarily limit voltages won't achieve the desired results.
What they're going to find out is the overwhelming majority of ecig accidents involve mishandled mech mods. There is no way to prove the battery is at fault. The manufacturer of the mod is some little machine shop in china and the walk in retailer has little capital. There is nobody rich to sue so the tort lawyers will lose interest.
