Quick Background.....I have a travel solar panel that puts out 9 volts @ 1Amp. I use this to charge a 6v Deep Cycle marine battery. Could I just hook up my USB charger to charge my 18650 batts or would it burn out the charger? Or should I hook it up directly to the Solar panel? Any help would be appreciated.

USB is supposed to supply 5V, with a tolerance of 0.25V in either direction. Fully charged, your "6V" battery is probably close to 6.5V. That's way out of spec for USB. Will this kill you charger? Depends what chip is in it. Some have maximum input voltage ratings as low as 5.5V, while others are much higher.
