From what I read, and the statements from the juul spokesman, it is just e-cigs. I guess they plan on interdicting the mail as well, as online shipments to San Francisco addresses are also included.
Juul plans on putting the issue to the voters in November. If you ever wanted a text book example of cognitive dissonance this is it- how can you have a city that pushes for safe injection sites, but wants to take away smoking alternatives.
I know the image painted of SF in the national media isn't always flattering, and there are apparently almost 25k IV drug users in the city. But even if only 7% of the city vapes, you are talking three times that number.
And of course there is that pesky fact that vaping isn't actually illegal for adults.

CBS NEWS seems to agree with you. They’re banning all e-cigarettes just to go after JUUL
Your JUUL people were the ones that caused this problem.
More likely, it's just the convenient excuse they are using.
