e cig vs e pipe?

I have a couple of vaps but I don;t get much satisfaction from either of them regardless of the strength of the liquid. I smoke little cigars and need something with a lot of (smoke) and would like an actual hit of nicotine. Any advice? I also son't want to spend a fortune on this stuff.
