Does the throat hit differ from flavor to flavor regardless of the nic content?

And does anybody know if the nic content is 0, if there's any throat hit at all?

Yes, the hit varies with different juice and different devices. I don't know about finding a harsh zero nic juice, I can't remember one being mentioned. My guess is that Janty heavy shag/cigar is harsh even without nic.
