If you really into refilling, you're going to need new filler material eventually. There are tons of suggestions at ECF.
Personally I like three. Wool, face buff pad, and tea bag (TB). I just started using the tea bag so I'm still looking for the quirks. I think if I ever figure how to stop it from settle down in the cart, TB will be my favorite.
Although I'm waiting to see how the silcome plug is going to play out.

I haven't used a syringe. I pull the filler out and fill the cart halfway to two thirds up with liquid and then dunk the filler in the liquid thats in the cart (w tweezers) and pull it back up to the top and fluff it a lil bit so it will make good bridge contact. . I use the blue foam filler by the way. I dont see how a syringe would be any faster or easier.

Yes, if you buy blank carts, they will come with dry filling. These you can load with juice and vape away. In this situation, I do use a syringe to fill. Filling from the bottom creates thorough penetration into the filling and allows you to maximize liquid amount going into the cart.

One I fill a blank cart, I the just top off ... Add drops to the top. Once (sometimes twice/week - depending upon use) I replace the stuffing material with new filling. Stuffing will deteriorate and need replacing. Replacing cart stuffing is cheaper than buying new blank carts all the time.

Sounds to me like your using cartomizers, good choice :) You just pop off the white cap by inserting a paperclip into the middle hole and pry around it. There is another silicone piece in there to take out. Just put some drops on the filler, avoid the middle and put both pieces back on. Usually takes bout 15 to 20 drops for a dry cart. Don't overfill you'll get liquid in your mouth! Try searching the "spin method". It really packs alot of drops in there and brings the flavor out. :)

You may want to do those two steps in reverse order, next time! :D

to the OP, Syringe is the easy part... go to CVS/Walgreens, go to the pharmacy counter and tell them you need a syringe. 9 times out of 10 they just give you one and send you on your way. As for the stuffing. The carts you just bought will come with polyfill insde them. This can be purchased from any craft store for VERY cheap... like $3 or less for what will last you for YEARS.
