Certainly lower than that. To be honest I don't own any eGo mega atty's, but almost any atomizer will be in the 1.5 ohm to 4.5 ohm range. Low resistance (LR) atomizers are around 1.5 ohms and high voltage atomizers intended for 6v usage are around the 4-4.5 ohm range. I would expect it to be around 2.5 ohms, similar to a Joye 510.
With a multimeter a low battery can cause inaccurate resistance readings, as it uses its internal battery to send out a tiny current that it uses to measure resistance. Its also important to select the correct range on the dial if the meter is not auto ranging, usually you'd want the lowest setting for this task (on my meter it is 200 ohms). Analog meters have to be zero'd manually. If those are indeed correct measurements then I'd be surprised if it worked at all and my guess would be an internal solder joint is bad.
