There's a bunch of ways, but the way I do it is buy the roll-your-own tobacco that's in the dried shredded leaf form. Get some propylene glycol, vodka, and a nicotine testing kit (available many places). Take 1 cup of tobacco leaves (pack it in a bit), 1 cup of PG, and 1 shot of vodka. Mix it all together and let it sit at least 4-8 weeks.
