Clearomizers are basically a filler-less Cartomizer; Carto fluid is held by fiber Clearo's have a sealed reservoir.
Instead of a metal tube they use a clear plastic tube which allows you to see the juice. The main difference between a regular Carto and a Clearomizer is placement of the ceramic cup and heating element. Normal Cartomizers have a heating element at the bottom closest to the battery connection while Clearomizers have a wicking system that allows the ceramic cup to reside at the top nearest the mouth piece. This provides a slightly warmer vape which some people prefer.
Most notable con (for some people) of the clearomizers is the necessity of a syringe. When you buy them from whichever vendor (several carry them. i.e. clouds of vapor, nhaler, gotvapes...etc) a small soft plastic needle tip will be provided. You will need to purchase a syringe separately.
