For some reason, I am having a major problem with doing it on my iPad. I got to the part to rate, but every time I tried I was DENIED! you need to click on rate then review? Something like that. Or review then rate?

You click on the Stars for the Review on the right side of the page. Then you will have the ability to just click the 1st star that will make it a "1 star rating then you right a review. I was able to do these both on my computer and from my Iphone with in the FB app.
