Since e-cigs are illegal in Dubai the best long-term strategy would be to try to get your hands on device that takes replaceable batteries. Look for things like a VAMO, Innokin SVD, ZMAX or IPV 1 or IPV 2. These type of devices have battery safety features built in the electronics.
You probably won't be able to get the batteries locally and shipping from China will probably take a long time as they will likely need to go by boat rather than plane. Ask on ECF before ordering batteries to make sure you are getting ones that are safe to use with your device.
A mechanical mod would be another valid choice. They don't have any electronics to break which is an advantage where e-cigs aren't legal. The downside is that using them safely requires incredible battery safety diligence and knowledge as there are no safety features built in. If things go horribly wrong, the 18xxx sized batteries used for vaping are powerful enough to take off fingers, break facial bones and/or take out teeth.
For something to hold the juice go with a rebuildable tank like a Kayfun or Kayfun clone if you can find one. Look on YouTube for videos for directions on how to build.
You will need some Kanthal A1 wire for rebuilding which is not unique to e-cigs so you should be able to import some if you can't find it locally. For wicking you can use cotton balls or Japanese cotton pads like Koh Gen Do or Shiseido which are sold as cosmetic items to remove makeup.
For juice, DIY would be the way to go if you can manage to get your hands on some nicotine. The PG, VG and flavors used in e-liquid are all used for other things.
