Tobacco absolute is the way to go if you want to avoid PG. A couple of things though-- the absolute should be dissolved in alcohol before adding to your VG; try about one drop of absolute in 5ml alcohol. Also, adding Ethyl Maltol to the liquid helps smooth the taste of the absolute, which can be harsh by itself.

Add both of these ingredients a little at a time. It doesn't take a lot of either. Also... VG based mixes sometimes take some time to develop their final flavors. If it tastes strong enough but not quite 'right', let it set for a day and then sample it again.

Both tobacco absolute and ethyl maltol can be purchased from The Perfumer's Apprentice.
