Back when I first became interested in vaping I spent about three weeks researching batteries and chargers.
I don't know what's happened since then, and that was about a year ago, but what I bottom-lined back then was that several cheaper chargers don't properly shut-off, or don't use a true "Constant current and constant voltage charging mode" (what's referred to as "True CC/CV").
The product I ended up buying, which got thumbs up on the flashlight forums, is Tenergy 01269-01, which sells for about $15 on all-battery dot com. They used to have free shipping for first time buyers.
I had an old laptop battery pack which I carefully disassembled using a dremel with a cut-off wheel, and that yielded several decent 18650 batteries. That allowed me to make six flash-light mods which I gifted to my sister and her daughters - not pretty, but an 18650 vapes for two days, and supports a low resistance atty (I like the LR306 over 510's myself).
I also recommend buying a charging bag, which, when used correctly, will catch any spills from a blown cell during charging (the bag pillows when closed with it's velcro closure, and when laid flat on a non-flammable ceramic surface, creates a well to catch anything that leaks). I haven't had any cell blow during charging or use, but it's good to know a certain number of homes burn down each year in the United States just from re-charging Li-Ion batteries, so you know you need to be careful.
