Good places to buy juice that have flavor shots?

Is there actually some sort of potential harm in adding flavor shots? I wouldn't think so but I don't know much about all the FDA involvement with vaping

No, no harm. But e-liquid makers will have to submit an approval for each and every recipe they do, including the various strengths they may offer. Once that is done, they will be unable to modify that recipe without running into trouble for selling something that the recipe wasn't previously approved.

Only products offered before 8/16 are allowed to be sold without a PMTA, until 8/18.
Each juice, flavor shot, nic combination had to be sold before 8/16.
Though it seems many vendors aren't following the FDA regs.
All products are supposed to be "registered" with the FDA by 6/30/17.
Hopefully there will be changes in the future.
