It is a functional item that is designed as a container for a specific item or items. If an owner chose not to fill it, it would serve no function other than to look cute.

(I'll try to check tomorrow morning if anyone has gotten it. Then I'm off to spend the day with my Dad and won't really have any internet access so I won't be able to check in again until latish.)
