What size PVC do you want to use?
You can tell battery size(in mm) by the name. The 1st 2 numbers are the diameter, the 2nd 2 numbers are the length.
18650 = 18mm(diameter) & 65mm(length). That will fit in a 3/4"(diameter) PVC pipe.

Well there are 2 types of PVC pipe, schedule 40 and 80. They have different ID's. Also note the nominal battery numbers aren't that accurate. A protected 18650 is about 19mm X 68mm.

Washers work wonders. Or, copper foil tape is a God send. Both, you can solder to.

Not exactly PVC, but a CR123 fits perfectly in the center of a pop-up sprinkler head...

Funny, the FDA is sitting on its bum about it and large corporations are leading the charge to eliminate its use.
