Aloha!
I have no problem submitting testimony. I do, however, want to be a bit more informed before I do...
From what I can tell after reading the full measure, it is the intent of the measure to classify the vapor from an E-Cig under the same category as traditional cigarette smoke for the purpose of prohibiting e-cigarette use in all places where smoking is banned now.
My workplace already does this, so it's really not that big a deal to me, and I don't use my lavatube anywhere that smoking is banned anyway. I do see how this can deliver a major blow to establishments like the Vape Lounges that Volcano operates. Am I right in assuming that in order to continue to operate that
vaping lounges, you will need to acquire a Class 5 Liquor License? I am not aware if you guys serve food in your lounges or not, but that would have to stop too if you did serve food...
I am assuming Volcano is not too keen on the idea of being forced to obtain a liquor license in order to continue operation of the
vaping lounges, and is looking to modify this legislation to include language that would allow you to continue operation without having to acquire a liquor license. Is that about right? Or is it your goal to stop the legislation altogether?
I'm asking all this because I want to word my testimony carefully. I believe many of our arguments, as passionate vapers, comes off as strictly argumentative and not based on any documented facts. I know the basis for their pursuit of this legislation is based on fear of the effects of second hand vapor, which at this point there is little known research to support or defend. I want my approach to curb that fear, rather than seem like I am pleading for my "right" to vape where I want, if that makes sense...
I want to align my end goals with Volcano as much as possible.
Are you aware if there will be any public hearings with regard to this statement, or an ability for community members to speak out other than the testimony process? Should I also be looking into discussing this proposed legislature with Kymberly Pine? She's no longer on the House of Representatives, but she's still very much involved in state politics, and could be an influencial lobbyist if we could get her on our side.
Anyway, I'll do all I can to help. I just want whatever I do to be as effective as possible.
Mahalo!
