If this is only on one computer, don't make two separate CPU slots. Just have one CPU slot set to -1. You're splitting resources!

OK, I did the deed but now I have a job in the queue I can't get rid of.
HOWEVER only 10 mins into the new config It's jumped from 17,500 to over 23K ppd.

Dont worry about the extra job - let it complete a wu or 2 and it will prolly sort itself out. If it is still there after completing a couple then you'll need to delete the work folder. But you don't want to do that while you have good wu s in progress. You have to let all the slots finish first or you'll loose the work.

Ok, whole week with CPU at 4.0 and this am one of my fans is kinda surging, liquid pump is constant and temp seems ok but one of the four fans sounds like it's surging every few seconds but I can't see any change on the monitor screen.

Well like any fan, they can fail. I'd clean it free of dust first and see if that helps at all before calling it a total loss.

I added my smp slot back today, but ended up booting it again after several hours (only a quad core) It slowed my gpu TPF by 2.5 minutes and dropped my PPD
